Council of Mortgage Lenders Professional Consultant's Certificate (CML PCC)

The Council of Mortgage Lenders (CML) standard certificate for use by architects on the sale of a home is downloadable from the links below. This certificate was agreed by the CML and the Royal Institute of British Architects (RIBA) in 2002, and the CML requires it to stand alone, independent of any appointment contract. Therefore the certificate does not need to refer to the consultant's appointment. The certificate is insured under the architects mandatory Professional Indemnity Insurance cover (PII) in accordance with that policy's terms and conditions.
The purpose of the below guide, developed by the RIBA, CIAT and RICS, is to assist all to understand the rationale and workings of the CML Professional Consultant's certificate and thereby assist everyone in assessing the risks and potential liabilities when signed. The information sheet was produced in 2008 to give guidance on the differences between professional consultants' certificates and other structural guarantees like NHBC and LABC Warranty.
