National property consultancy Carter Jonas has expanded its Infrastructures team, welcoming a number of people to the business, including four new Partners.

In Birmingham, Lucy Marchant has joined as a Partner and Head of Land Referencing. She joins the team with over 16 years of experience in the delivery and management of large-scale land development projects. She has a proven record of advising clients on land assembly and strategy, having worked closely with clients including HS2, National Highways and Network Rail. Lucy also advises on Development Consent Orders across the infrastructure and utilities sectors, having worked on several high-profile schemes.

Based out of Carter Jonas’ London headquarters, One Chapel Place, Giles Lister recently joined the firm as a Group Partner to lead the firm’s utilities offering. With more than 25 years of experience in the sector, he has extensive knowledge of the electricity, water, sewerage and gas sectors, providing advice on projects in all areas of strategic land rights, acquisition and specialist planning. He joined Carter Jonas from Fisher German, where he spent ten years progressing to head of utilities and infrastructure. Some key projects in which he was involved include Richborough Connection DCO, High Speed 1, Eleclink Ltd and Water for Life, Hampshire.

Also in London, James Cattermole and Michael Walton have joined the firm as Partners.

Before Carter Jonas, James spent nine years at Dalcour Maclaren. He has worked with many utility and infrastructure clients, including South East Water, SGN, Thames Water, Anglian Water and Gatwick Airport, providing strategic land rights advice and leading teams to deliver capital programmes across linear and non-infrastructure projects. With a background in infrastructure and rural industries, James has experience in compensation, acquisitions, the application of statutory powers, route optioneering, as well as stakeholder management and engagement.

Michael joined Carter Jonas from Be First, where he was Head of Regeneration Strategy. A planning and development surveyor by background, he has considerable experience in the design and delivery of major regeneration and infrastructure schemes, taking projects from concept to implementation, and providing consenting and project management advice. With more than 15 years of specialist experience, Michael has also held roles at Avison Young and Network Rail and worked on regeneration projects in Australia.

Over recent months, the Infrastructures team has also appointed four new Associate Partners. In London, Harry Younger joined the firm from Transport for London, and Asbaha Khanom from HS2. Whilst in Carter Jonas’ Warrington office, David Knowles joined from National Grid, and Lucy Lloyd joined from Bell Ingram.

Mark Hall-Digweed, Head of Infrastructures, Carter Jonas, said: “These new appointments illustrate the continuing growth trajectory of our Infrastructures team, and it is a pleasure to have welcomed them all to our business, including Lucy, to lead our land referencing team, and Giles, focusing on utilities. Over the last decade, we have expanded from a group of less than ten to over 150 to become one of the leading providers of property expertise for the development, management, and trading of assets arising from the infrastructure sector. As we support and deliver key client mandates, our team is increasingly called upon to provide a range of unique skills and expertise, and the knowledge brought by our new members will be invaluable as we respond to client demand and new opportunities.
